Design of the Educational Model in National Polytechnic School (Quito, Ecuador)

The third millennium is a time of changes in social, economic, political, scientific and technological aspects that generate new visions and theories. These processes of change are necessarily applied to knowledge and education, on their way to be understood and transmitted. And this is where the reflection of the higher education institutions takes part proposing an educational model oriented on integrating and avant-garde theories. These theories must include the current context and must adapt to the transformation of the educational process. This paper analyzes the educational model of the National Politechnic School (EPN) in Ecuador in a context of transformation of the Ecuadorian university system following the Ecuadorian Academic System Regulation (RRA), which came into force in November 2013. In its Article 4, the Regulation, urges Ecuadorian universities to develop an educational, pedagogical and academic model that shows the learning approaches or models used in degrees and courses. In this framework the EPN raises an educational model that will transform the higher education in a more effective process to address the challenges of the knowledge society in an increasingly globalized world defined by the complexity and diversity. This model sets out a change from the traditional way of teaching, taking into account the modern pedagogy that also followed in the Bologna process. In the new educational model the focus is not on the teacher. In the new model of learning, the student becomes the center and object of educational theory. The educational model, in the case of Bologna is based on the reports like Ron Dearing's report to the Secretary of State for Education and Employment of United Kingdom, the analyzes of Edgar Morin that led to several publications and in particular the report prepared for UNESCO: "Seven complex lessons in education for the future”, the Jacques Delors report for UNESCO: "Learning: the treasure Within" and the report "Universidad 2000" Josep Maria Bricall commissioned by the Conference of Rectors of Spanish Universities. The educational model proposed by EPN is also based on the report prepared for UNESCO: "Seven complex lessons in education for the future" by Morin and the report for UNESCO: " Learning: the treasure within " by Delors, but also philosophical fundaments of several authors such as Moore, Morin and Figueiredo (2008). For this research the necessary minimum elements that must involve an institutional educational model and their interrelationships are analized.
